I think this scene is made for giving us a chill. I don't believe the new immigrants in the beginning of the 20th century new about the pathos and meaning connected to the statue of liberty.
They just saw a giant, impressing statue. How can a boy from a Sicilian village know about its importance? He probably hasn't even seen a photo of it.
