Some are forgetting that Michael is in a foreign environment where he has few resources. He's at the mercy of the Roth/Batista alliance during a tumultuous period in Cuba's history where anarchy is onthe horizon. Why in the world would Michael take a chance that provides little or no strategic benefit?
