The mob has always worked with other groups if it's profitable, including street gangs. The top mob guys don't but, on occasion, soldiers and associates do. For example, with the Luccheses and the Bloods, acting bosses like Joseph DiNapoli and Matthew Madonna, as well as captain Ralph Perna, weren't dealing with the Bloods. But soldier Joe Perna was.


Even the Genovese used a Cuban street gang to enforce their control of the Harlem numbers racket.
