yeah he looks about 18. Its pretty crazy that he seemed to have a storied and historic life in the mob and he still was only 28 when he died. Most mobsters just start out being small associates at that age

When my son was younger he asked me if the world was black and white back then. I had to explain the difference between black and white tv's to what we have today. lol

That seems to be late in Luciano's life, in Italy. Considering his limited mobility due to constant surveillance at that time, it's plausible he'd go casual with his wardrobe. Flashiness was never his style. He wanted authorities to think he was just an old guy retiring. He's looking the part.

That is 100% Lucky Luciano and he did have tattoos.

This is a quote from Lucky Luciano: The Real and the Fake Gangster by Tim Newark.

"The FBI gave a physical description of Luciano in 1947 as five feet nine and three-quarter inches tall, 145 to 150 pounds, slim, wavy, heavy dark brown hair turning gray, dark chestnut eyes, and tattooed on both arms.

Supposedly one of his tattoos said 'Lucky'

I've never believed that Meyer gave him that name after surviving that beating and stabbing.

In fact the next day after the beating in the New York Times, they described him as "Charles 'Lucky' Lucania.
