According to Larry Mazza, Vic Orena convinced Angelino to poll the captains on taking Persico down and making Orena official boss. Persico found out about it and had Angelino killed. Then Orena tried to do the same thing with Carmine Sessa.

Massino only got as high as underboss in the 80s, but it sounds like he was essentially running things by the late 80s.
