If I understood correctly, the difference is the HHS (Health and Human Services) is mandating no copay for birth control versus people with other health problems. This is tantamount to saying that people seeking birth control have greater rights than those suffering from diabetes, high blood pressure etc. It also drives up everyone's premiums.

Agreeing with Lilo, it's not for the HHS dept to determine who has greater rights when it comes to getting health care.
