My understanding is, they were left alone for the most part because one of them was the son-in-law of Frank Rizzo. Not because they are killers. In fact, the Mastronardo brothers are known for being more gentle and polished bookies and not thugs. Of course, them not paying the mob when Rizzo was alive and them not paying now may be two different things.
