Good Find man. I've heard a lot about this guy in books about gotti since the bergin crew whacked him. I heard this guy was a real psycho lol The only picture i've seen of him was in the crime charts in the 60's during the valachi hearing

The picture was found in the "New York Police Files On The Mafia"-book by Charlie Carr which is a collection of New York´s five Families files, arrest records and mugshots from the 1940s and 1950s.
According to his rapsheet, Plate was arrested numerous of times for robbery and in 1937 was sentenced to a 5-10 year prison term. He also had arrests for felonious assault and "frequenting house of ill fame" and "frequenting gaming house".

it could be lefty but theres a guy in the back wearing a mark echo t shirt the ones with the rhino on it, its some crappy brand that been around like 10yrs. but he is real skinny like lefty but the hairdo i dont know. maybe, the guy dress pretty cool for a 70ty yr old.

I too have seen it spelled both ways Carm, but I do believe the way you spelled it "Salemme" is the proper way.. ;-)
