The picture was found in the "New York Police Files On The Mafia"-book by Charlie Carr which is a collection of New York´s five Families files, arrest records and mugshots from the 1940s and 1950s.
According to his rapsheet, Plate was arrested numerous of times for robbery and in 1937 was sentenced to a 5-10 year prison term. He also had arrests for felonious assault and "frequenting house of ill fame" and "frequenting gaming house".

Why do people sometimes spell Salemme's name, "Salemi"? Was there a change of spelling at some point?

No I just could care less about the spelling, I was sure everyone would understand who I was talking about......
