I think the problem is the western world doesn't yet know the mafia from the former Soviet countries well, they have no experience yet, just like the situation with the Italia mafia in the 30s.
Just to make an example: when some years ago some Russian gangsters were arrested in Spain, everybody claimed they belonged to the Tambovsoko-Malyshevskaya criminal group. The problem is the Tambovskaya and the Malyshevskaya are not only different groups, but are also sworn enemies. Saying "Tambovsko-Malyshevskaya criminal group" is like saying "Nazi-Jewish political party".
They will learn with time, of course, but by then the Russian mafia probably will be already weaker and will leave its place to other groups. The law enforcement is always too late.
