They've had/have their "white collar" interests too. Some examples included the Carusos being booted out of the Laborers Union back in 2001. Spano, Inendino, and others involved in the Cicero insurance fraud case that year. And trucking companies belonging to Inendino and Shorty LaMantia's son involved in the 2004 "Hired Truck" scandal.
The differentiation comes from Elmwood Park appearing to be almost completely legit or quasi-legit, while Cicero and 26th Street are still involved in the "blue collar" street rackets.
