Lydia...looks like she took over everything after Walt retired. She wants Todd to do the meth cooking...and it seems like her people in the Czech Republic weren't happy with the products quality.
To be more exact, she partnered up with those Arizona guys, i.e. they were her new suppliers for the Czech Republic. But when their quality wasn't up to snuff, she sought out Todd's Uncle's crew.
