I was wondering if Carlo had made Neil boss instead of Paul would Neil have upheld the "Deal and Die" edict on Ruggerio/Gotti? I think he would have shelved them

I think Neil knew they were dealing too and he definitely profited from their envelopes. Of course. He had a gambling addiction to fund too.
I invoke my right under the 5th amendment of the United States constitution and decline to answer the question.

I'd be wondering though, given Dellacroce's relationship to Gotti, would Dellacroce have ordered Ruggerio's and Gotti's deaths if someone like Gigante demanded that Dellacroce uphold the "deal and die" edict. We know Dellacroce ran interference between Ruggerio and Castellano, but as bosss, do you think Dellacroce would have made an example out of them to keep up appearances between the other bosses and himself?

Dellacroce did help in getting Gotti a pass for whacking Ralph "Ralphie Wigs" Galione...So he might have given them a pass for dealing too, but like Giacomo said if the other families were breathing down his neck i think he would have had to kill them both.

This whole deal and die thing is a myth. How many hundreds of made guys were caught dealing during the 1960's - 1980's? How many were actually killed? I've never heard of a boss demanding that a boss of another family demanding that they whack their own guy for dealing. It would have been none of Gigante or the Commission's business. The Cherry Hill Gambinos and Patsy Conte were openly dealing with Castellano's blessing. Vic and Gas were dealing under Corallo. The real reason Castellano was pissed was Ruggiero was blabbing his big mouth all over the place plus the Bergin guys probably weren't kicking up enough drug profits to him. There are actually some cases when members got killed or shelved for dealing. But they are not many. And these members were not always caught by the cops, but by the boss. Disobeying the boss´s rules show a lack of respect for him, which is certainly a big nono. But I agree with you. Only a very small fraction of those who got caught dealing suffered the consequences. Probably this has to do with how wide spread the problem was and how serious the consequences could get. If knowing half of his Family is dealing, killing drug dealing soldiers and captains could backfire on the boss. It also has to do with nepotism of course. But if the boss didn't like a certain member who was dealing, and particularly if that member wasn't generally liked by the other members, he could have found himself in deep trouble. And yeah you´re right. A boss will not kill a member of his own Family just because another boss demands it.
