No, but I am a state records analyst. All state records (at least where I live) are open to the public excepting those protected by a general statute or law. The federal government is a little bit more inflexible as to what they release as they can just give any reason under the sun why it shouldn't be released to the public, and then find a law (or make a new one) to protect that decision.
