No doubt Who killed Michael's bedroom assassins and alternatives for Fredo's murder are two of the most debated topics in various Godfather forums, for over forty years! I was just lamenting Fredo's seemingly untenable situation.....

I reckon most people including me under the circumstances would have got flustered! The hit on Michael is botched, then Ola who has got Fredo in 'deep enough already' phoning home late in the night “We need some more help” Perhaps veiled threats “Listen good Fredo” “Your brother's not going to find out we talked” etc.

However perhaps the 'wrong number' is supposed to show everyone that Fredo really is that stupid

Fredo's "wrong number" comment was designed to keep his wife--who asked him who was on the phone--from knowing his business with Ola.
