When Giuliani became mayor he said he refused to "be a landlord for organized crime operations." His reforms in the garbage hauling and food wholesale industries, as well as the Fulton Fish Market, greatly weakened the mob.

What, was he supposed to ignore the mob as some sort of attempt at ethnic solidarity with his fellow Italians?
