Cleveland was knee deep in the skim as well through Bill Presser and Jackie Presser, two heavyweights with the Teamsters. Milton "Maishe" Rockman, known as the Meyer Lansky of Cleveland and brother in law to John Scalish was Cleveland's point man to Allan Dorfman and the Pension Fund. Licavoli, Rockman, Lonardo & Liberatore got the bulk of the envelopes.
