I think its because Agnello was calling friends in NY and the phone taps picked up conversations related to scrap metal yards in NYC; nothing to do with mob stuff. Thats why NY law enforcement were involved but mostly because Ohio requested help just in case it was an LCN case which it was not.
Carmine living in Ohio had much more to do with his hot looking wife wanting to stay there than him being chased. Also, while in prison, he was fed up with all the Gotti family bull shit. Staying in Ohio was an easy decision for him p,us he wanted to be far from Victoria.
