Arnold "the brain" rothstein would be the smartest hands down. he was the one who got alot of the big gangsters in the game such as luciano,lansky,bugsy,costello and many more of these mobsters started. Now the second on this list might of been between jake guzik meyer lansky john torrio,carlo gambino, and tony accardo. but i kow for a fact arnold rothstein was hands down the smartest.
