If there is a Prisoner Exchange Program between countries, there would be a higher contacts between countries to where they could setup some kind of business enterprise between the criminals networks. Just because someone is in a supermax, does not mean they can not aquire connections and relay messages, unless it is one of those Black Listed Prisons, where they don't exist then they are as good as dead.
