A lot of those are kids doing dark humor pranks, the FBI only gets about less than 10 percent of reports from Sheriffs and Police departments. I would be amazed if a majority of reports came from southern states free of will. Three top states are New York, California, and Illinois. Mississippi and Louisiana are the two notorious states that have incomplete data.
