yeah he looks about 18. Its pretty crazy that he seemed to have a storied and historic life in the mob and he still was only 28 when he died. Most mobsters just start out being small associates at that age

When my son was younger he asked me if the world was black and white back then. I had to explain the difference between black and white tv's to what we have today.

That seems to be late in Luciano's life, in Italy. Considering his limited mobility due to constant surveillance at that time, it's plausible he'd go casual with his wardrobe. Flashiness was never his style. He wanted authorities to think he was just an old guy retiring. He's looking the part.
