From what I read, he paid the Outfit for protection when he was hiding out in Chicago at whorehouses and what not.. He probably did.

He paid the Chicago outfit money for protection while in Chicago. His connections to OC was through Charles Makley, who had made connections in Detroit, Chicago, Kansas City, and Cleveland families. Russell Clark another member of Dillinger gang was friends with Frank Nitti and is said to work for Chicago in 1925 and 1926, had connections with Detroit and Cleveland families. It was still a small country back then so underworld members would rub shoulders or knew about some of their fellow criminals in their cities, counties, and other parts of the country. Eddie Green another member of Dillinger gang and friend of Babyface Nelson, before joining the gang, was involved with Milwaukee before being chased out.
