War between gangs and Hells Angels Police want to send a "clear message"

More than 125 police officers from 25 different police forces will visit licensed establishments Friday evening, in an operation aimed at putting pressure on groups and individuals involved in the war that gangs have been waging against the Hells Angels in Eastern Quebec for more than a year.
The police will visit bars and restaurants in the regions of Montreal, Quebec, Outaouais, Longueuil, Laval, Mauricie, Saguenay, Lévis, Granby and other cities in the North Shore and South Shore of the metropolis.

Road checks will also be carried out.

"Coordinated by the National Intelligence and Analysis Directorate of the Sûreté du Québec, this concerted operation aims to reiterate a clear message to members of organized crime and anyone ready to commit acts of violence, that the police forces are continuing their actions against armed violence," the SQ said in a press release.

This operation is being carried out as part of the Centaure National Strategy to combat firearms and also to combat organized crime.

On Friday, Sûreté du Québec police officers also spent the day in Frampton in an operation to collect information, but above all to increase visibility, aimed at reassuring the population.

Died at 14
This police pressure and visibility come at a time when two Hells Angels premises, in Frampton in Beauce, and in Hérouxville, in Mauricie, have been the targets of attacks since Monday night.

In Frampton, a 14-year-old boy from Montreal died in circumstances that are still unclear.

For over a year, a violent conflict has pitted the Hells Angels against a Quebec gang, the Blood Family Mafia, led by Dave Turmel, and independent traffickers, including All Boivin, in several regions of eastern Quebec.

But police believe the two 14-year-olds who allegedly wanted to attack the Hells Angels headquarters in Frampton on Monday were sent by a particularly violent Montreal street gang that is looking to get involved in this war, to get its piece of the pie.

Conflict between bikers and street gangs Quebec police fear war worse than that of the 1990s

The Quebec City Police Department is concerned about a "war" between outlaw bikers and their enemies that could be worse than the one between the Hells Angels and the Rock Machine during the 1990s, according to an intelligence alert sent to other police forces and of which La Presse obtained a copy.

"Information from the criminal community indicates that the war between the BMHL [outlaw motorcycle gangs] and their opponents will increase in intensity in the coming days and could be worse than that experienced in the 1990s," we can read in this note written by the SPVQ.

"A proposal was made to the Hells Angels to find common ground, which they refused. They want to regain control of the territory and are organizing their response. Individuals linked to the bikers are armed and could attack any opponent, but also any person who was in the BMHL structure, but who did nothing to protect their image," continues the author of the SPVQ intelligence alert.
La Presse contacted the SPVQ, but a spokesperson told us that the police force would not make any comment regarding this alert.

The biker war of the 1990s (1994-2002), which pitted the Hells Angels against the Rock Machine, left 160 dead and as many injured. It led to the creation by the authorities of the Carcajou squad, and pushed the federal government to adopt the Gangsterism Act.

Police officers, who requested anonymity because they are not authorized to speak to the media, said they found the content of the SPVQ intelligence alert "clearly exaggerated," while on the other hand, we were told that the note was not addressed to the public and was not intended to be alarmist, but rather a warning for police officers to be careful and "watch their backs" when they intervene.

The note also calls on police officers to act with caution during their interventions. Officials ask them to write arrest sheets when they observe relevant facts, to write an informant report as soon as a source tells them about the ongoing conflict in eastern Quebec and to notify their supervisor of any findings related to this conflict.

A higher level
In any case, the violent conflict between the Hells Angels and independent traffickers, aided by Montreal street gangs, in several regions of eastern Quebec, reached another level Monday, when the charred body of a 14-year-old boy from Montreal was found behind the premises of the Hells Angels of Quebec, in Frampton, in Beauce.

It is believed that he and another 14-year-old boy from Montreal wanted to attack the bikers' club by setting it on fire and opening fire on the building.

According to the police, the two youths gravitated around a violent street gang in the east end of Montreal and the contract was given by an even more violent group whose most influential members are currently incarcerated.

According to some reports, members of the Hells Angels and their school clubs met on Thursday in a location in Bécancour, Mauricie, although it is not known whether this was linked to the conflict.

To reduce the pressure and reassure the population, the Sûreté du Québec police officers spent Friday in Frampton in an operation to collect information, but above all to increase visibility.

In the evening and into the night, more than 125 police officers from 25 different police forces will visit licensed establishments in Montreal, Quebec City and several other regions, with the aim of sending a "clear message" to individuals and gangs involved in this armed violence, and to reduce tension.

An attack gone wrong
SQ Crimes Against Persons investigators are continuing their investigation into the events during which the 14-year-old boy died behind the Hells Angels premises in Frampton.

The victim was burned all over his body, making identification difficult, but he also reportedly suffered other injuries. Shots were fired at the Hells Angels' premises and one of the most serious hypotheses is that the victim was hit by friendly or enemy fire, and that the Molotov cocktail he was allegedly holding in his hands ignited.

“We do not comment on an ongoing investigation,” Lieutenant Benoit Richard, spokesperson for the SQ, told us.

The latter did not want to say whether the burnt-out vehicle found near the bikers' premises was stolen, and whether it is possible that a third individual, this one an adult, could have accompanied the two teenagers.

At the time of writing, the coroner's office had not yet confirmed the official identity of the teenager.

(Quebec) Specialized personnel from the Sûreté du Québec (SQ) will be made available to the Quebec City Police Department (SPVQ), while the capital is the scene of a bloody war for the control of narcotics.
Many details remain to be finalized, but the SQ is willing to "lend" police officers specialized in organized crime and firearms control, intelligence specialists and investigators. The two police forces met last Friday and others are on the agenda.

"I am pleased to note that we now share the same concern regarding the recent demonstrations of armed violence in the National Capital and its surrounding areas," said Mayor Bruno Marchand in a letter addressed to the Minister of Public Security, François Bonnardel, on Monday.

Mr. Marchand has made an about-face on the SQ's outstretched hand. The mayor had been demanding provincial funding for his police force for months, citing the $250 million over five years granted by the Legault government to Montreal to curb the explosion of armed violence on the island.
In eastern Quebec, a war has broken out between the Hells Angels and Dave "Pic" Turmel's Blood Family Mafia for control of the drug trade. The conflict is raging most fiercely in Beauce and the capital.

The Minister of Public Security has repeatedly refused this additional funding for the SPVQ, because according to Mr. Bonnardel, the situations in Montreal and Quebec cannot be compared.

On Friday, the minister sent a letter to the mayor of Quebec City reiterating the idea of ??offering SQ personnel to help the SPVQ calm things down in the capital. The minister's offer was communicated to Mayor Marchand's office just 10 minutes before the start of a press conference.

Asked to react, Mayor Marchand, who had not even had the opportunity to read the minister's letter, gave a lukewarm reception to the idea of ??assistance from the SQ, as he has done for months. He changed his mind on Monday.

"After analysis and discussions between our teams, I asked that we quickly explore the form that the offer of collaboration that you sent me could take, in concrete terms," ??wrote the mayor.

Bruno Marchand, however, insists on the need to "respect the autonomy of the SPVQ." He adds that this openness to collaboration with the provincial police does not change his request for more funding, and commits to increasing the budget of his police force in 2025.

Minister Bonnardel clarified that this agreement did not mean the massive arrival of police officers in green and black uniforms in Quebec City. "It is not the SQ that is visually coming to the city's territory. We call that supplementary loans, service loans," he said on the airwaves of the program Première heure , on Radio-Canada. The number of police officers loaned remains to be determined.
The minister once again closed the door to additional funding for the SPVQ. "I say to the mayor: if you want to have additional police officers, it's up to you to invest a little more."

Meetings are planned in the coming days between the two police forces to coordinate the new collaboration.

The Hells Angels' response

UPDATE Thursday, September 26, 2024 00:00

Since the summer of 2023, a phenomenon that I would not have thought possible seems to be increasingly taking shape in Quebec's criminal ecosystem.

What started as a rebellion by a coalition of certain gangs from Montreal and Quebec with independent traffickers is beginning to take on the feel of revolution.

Isn't it said that the flapping of a butterfly's wings can cause a hurricane?

A poorly managed rebellion and anything is possible.

The Hells veneer is cracking to such an extent that even some mafia groups are beginning to eye their territories.

The image is worth its weight in gold
In the criminal world, image is fundamental to acquire money and important contacts. To do this, you have to be recognized by the media as dangerous criminals.

We have to create a buzz! That's what BFM has managed to do.

Their strategy? Filming the violence (torture videos).

A smart strategy that allows them to occupy the top of the media spotlight and thus spread the good news in the hood , the street: "We don't pay anything anymore to these Hells boomers!"

Occupying the media scene is the central point of this war. Image will determine the winner.

For now, it is the rebel team that is leading.

What are the Hells doing?
Faced with these multiple attacks, the Hells are said to have held a summit last Thursday in Bécancour. It must be recognized that they have the most to lose in a total war.

Since Shark and Operation Spring 2001, the Hells have become "gentrified." Most are close to retirement with well-stocked bank accounts or several legal businesses, products of laundering drug dollars.

They want to take it easy.

What to do? Go to war and risk being in the crosshairs of the police and politicians or do nothing and lose this image war that will have a real impact on the ground?

There remains a third choice... buy peace.

When money talks, bullets fall silent!

Feeling of insecurity in Frampton
As for the residents of Frampton, they are right to be concerned about this outbreak of violence.

However, when you tolerate a Hells bunker on your territory, you have to expect eventful days, especially if they are at war with hotheads who have nothing to lose.

What is the mayor waiting for to apply article 118 of the Land Use Planning and Development Act which allows municipalities to get rid of bunkers?

I am willing to believe that they pay their taxes , according to Mayor Audet, but the return on investment leaves something to be desired.

Frampton residents live in fear of ending up as "collateral damage" and there have been countless police interventions in the area since the start of the conflict.

Frampton is far from gaining from this.

GR EXCLUSIVE: “Ice Pick” Turmel Texting From Abroad, Remains General Of BFM War Effort Against The Hells Angels In CAN

September 29, 2024 — As he treks across multiple continents on the run for his life, Blood Family Mafia boss David (Ice Pick) Turmel stills calls shots for his BFM crew in its war against the Hells Angels Motorcycle Club back home in Canada by way of encrypted text messages, according to exclusive GR sourcing on both sides of the law.
Per these sources, “Ice Pick” Turmel, 28, was in contact with a meeting of BFM brass and affiliates in Quebec City from a safehouse somewhere in North Africa earlier this month discussing attacks on their enemies in Eastern Quebec in the hours before a 14-year old BFM associate was caught with an AK-47 rifle and accelerant and allegedly killed inside a Hells Angels MC support club’s clubhouse, set on fire and dumped near another support club’s headquarters. Securing backing from the Sicilian Rizzuto mob in Montreal, Turmel declared war on the Quebec City Hells Angels in March 2023 after consolidating all the street gangs in the region under his banner to oppose the Hells Angels 10-percent drug-sales tax.
Indicted by the Crown that summer, Turmel took off for Europe and has since allegedly made his way to North Africa in his 16 months in the wind. Following a botched kidnapping plot targeting Hells Angels members and their relatives in February, he’s been dodging RCMP and Interpol on the fugitive front and a reported half-million dollar murder contract on his head placed there by Hells Angels MC leadership. Two GR sources within the Canadian ’81’ orbit claim the bounty’s price is now upped to a cool million for Turmel’s life. Other exclusive GR sources reveal Turmel is in constant communication with his boots on the ground in Quebec in the ongoing and increasingly-destabilizing conflict and remains the final say on all BFM affairs despite being thousands of miles away.

The situation ramped up in the last month. And HA Nation across the border is in “all hands on deck” mode.

Over the past three weeks, a string of BFM-led attacks on the Hells Angels in Eastern Quebec combined with a murder of a HA-connected drug dealer for disloyalty, another series of shootings and arsons and the discovery of the teenagers burnt corpse, led to an emergency meeting of HAs in Becancour at the Mean Tribe Motorcycle Club clubhouse convened by Montreal Hells Angels founding father Michel (Sky) Langlois. The Mean Tribe is a HA support club. Langlois arrived at the meeting in his own plane flanked by lieutenants and bodyguards. Representatives from Hells Angels chapters in Trois-Rivieres, Sherbrook and Langlois’s South Shore crew were all in attendance. The Dirty News true-crime blog broke the news of the meeting and Langlois’ role and presence.

Hells Angels associate Andre Bourgoin was killed in a street fight earlier this month after allegedly negotiating an allegiance-switch to BFM, per reporting from the Dirty News last week. That same week, another HA associate, Patrick Laurendeau was shot in Quebec City, behind the wheel of his car at a red light and another alleged HA affiliate was the victim of a drive-by shooting and arson of his business.

OG “Sky” Langlois, 78, is one of the founders of the Hells Angels in Canada, patching over his Popeyes MC in a 1977 ceremony and soon rising to become the Hells Angels second national president of country, eventually creating the Montreal Hells Angels’ South Shore chapter for himself to lead. Back in June, Langlois was apprehended by Canadian authorities in June three Hells Angels MC clubhouses in Monteregie were raided by the SQ and RCMP, as violence tied to the multi-layered feud erupted across the province.

Once business partners in a highly-lucrative slate of rackets, the Rizzutos and Montreal Hells Angels began butting heads at the end of the 2010s. Simmering tensions boiled over into full blown war between the two sides in the winter of 2023. Days after Montreal mafia chief Leonardo (Leo the Lawyer) Rizzuto survived an assassination attempt in a March 15, 2023 highway shooting in the northern suburb of Laval, he cemented a deal with Turmel, who found an explosive device under his SUV that same week and got an introduction to “Leo the Lawyer” through a confidant of his who is a Rizzuto cousin, per sources.

Quebec City Hells Angels affiliate and the chapter’s main debt collector, Michel (Dooney) Guerin was murdered on November 27, 2023, gunned down while shoveling snow outside his home. Turmel’s close friend and lieutenant Patrick (R.I.V.) Martin was slain in February in the middle of a kidnapping and ransom plot gone wrong where Quebec City HA luminary Mario (Bananas) Auger’s nephews had their fingers and toes cut off. Auger, 57, is behind bars facing drug and gangsterism charges from April.
